Known for his decades long specialized expertise on Pak-China development cooperation starting from project planning to financing to implementation of a large number of G to G and private sector projects encompassing energy, communications, agriculture, infrastructure and financial sector etc. he served at various levels as an interface with Chinese corporate sector, financial and insurance institutions and development actors and delivered as a nominated Focal Person from GoP for mineral sector cooperation with China. In 2023, Mr. Sheikh retired from a senior position from M/o Finance, Govt. of Pakistan.

With his Executive Program in Public Fin. Mgt. from HAVARD Kendy School. Master’s degree in financial management and bachelor degree in law, coupled with various foreign and local training courses in project management, financing, taxation and FDI, Mr. Sheikh remained actively engaged in vital decision- making process at higher level. As a senior official, he dealt with circular debt of energy sector and debt management of SoEs including PIA, Pak-Steel, PHPL and others. Other areas of his expertise included matters related to investment in Special Economic Zones, oil & gas, Gwadar port operational matters, sugar, fertilizer, cement and other commodities.

He also represented Pakistan on various international forums and lead GoP delegations and negotiation teams interalia aiming to amicable settlement of investment disputes related to mining & minerals and energy sector. He earned the respect of a doer and team player while enjoying cordial relations with national regulators dealing with registration and licensing for local and foreign investment, financial & insurance institutions, oil & gas, power and new registration etc.
